This project explains how administrative processes can become housing-stability risks, develops participant-facing concepts, and identifies questions worth testing.
Housing Accountability Archive (HAA) is the evidence and accountability platform. HAA organizes source records, performs records verification, compares documented practice with governing standards, preserves source boundaries, and publishes accountability work.
Simple version: Administrative Displacement asks, “What pattern are we seeing?” HAA asks, “What can the records actually prove?”

How many participants reach permanent housing?
How many reach program term-end without a documented permanent-housing pathway?
How often do eviction or removal risks trigger a documented stabilization response?
How often are participants asked to make major housing decisions under compressed timelines?
How often do grievance outcomes result in written decisions?
How often do multiple organizations disagree about responsibility or learn of actions after the fact?
How many participants self-exit, lose contact, return to homelessness, or leave to an unknown destination?
How often does successful stabilization require unusually high levels of participant-led documentation and escalation?
Evidence standard
Participant experience identifies the question. Records test the question.
A credible framework should not convert frustration into a finding. Administrative Displacement uses chronology, participant-preserved correspondence, notices, policies, monitoring materials, public records, grievance documents, and outcome information where available.
Alternative explanations matter. Housing scarcity, funding limits, landlord action, program limitations, safety issues, and other factors can independently affect housing outcomes. The framework asks whether administrative conditions should also be examined—not whether they automatically explain every adverse outcome.

The method keeps records, sequence, interpretation, and public explanation in their proper places.
- Preserve original records and correspondence.
- Build a chronology of relevant events and decisions.
- Identify governing policies, procedures, or authority where applicable.
- Separate what the documentary record establishes from what remains unresolved.
- Organize supporting evidence and source references.
- De-identify sensitive participant information for public presentation.
- Explain the administrative issue in clear, accessible language.
- Refer source-heavy verification and standards-based accountability work to Housing Accountability Archive where appropriate.
